Study on Information Management and Scientific Promotion of Institution Reform

The institution reform, as an urgent task, is recently paid more attention to in China. However, people have to face the fact that in the course of the forthcoming institution reform in China so many institutions and working staff are conerned about, and that there may be profound contradictions to resolve. Therefore, it is as a whole not easy to get along with. In this paper, on the basis of analysis and summary of E-time, a new era in which people are now in, information management is concentrated on. Some possible measures, means are presented to promote the institution reform scientifically. Finally, the key technologies, such as the ontology technology, with their great superiority of information classification, gradation, sharing, reuse and security are discussed, which in return will be good to the promotion of institution reform.
