There exists in many Third World countries today a “divorce” between sectors and interest groups which is widening in spite of the introduction and dispersal of available communication technologies. This brings us to the question of appropriateness of existing models of development, methodologies of learning, knowledge generation and of dissemination and existing communication paradigms.
