NANO: Network Access Neutrality Observatory

We present NANO, a system that establishes whether performance degradations that services or clients experience are caused by an ISP’s discriminatory policies. To distinguish discriminationfromother causes of degradation(e.g., overload, misconfiguration, failure), NANO uses a statistical methodto estimate causal effect. NANO aggregatespassive measurements from end-hosts, stratifies the measurements to account for possible confoundingfactors, and distinguisheswhenanISPisdiscriminatingagainstaparticular serviceorgroupofclients. Usingsimulationwedemonstrate the promise of NANO for both detecting discrimination and absolvinganISP whenit isnotdiscriminating. 1.
