The performing properly Requirement Engineering plays the important role for making a success of project; however, many inefficiencies are occurred due to analyzing many requirements elicited. Then, there is the necessity of techniques to decide whether requirements appropriate or not. To decide them at software requirement elicitation phase, our study proposes metrics for representing the consistency between objectives/constraints and requirements, techniques for calculating expressions of them and interpreting the calculated results. We validate our metrics with sample scenarios of Meeting Reservation System and Nosie Source Location System. As the result of validation, our metrics might provide foundations for selecting appropriate requirements.
