The emergence of digital technology and internet prompts Law on copyright to put technical measures under its protection system, whereas it also destroys the original equilibrium of interests in the field of copyright. Nevertheless, the excessive protection of the interests of copyright owners will inevitably infringe upon the legitimate interests of the public. Therefore, the conflict between the technical measures and proper use system can't be warded off Law on copyright of our state should stipulates some limitations and exceptions while it protects the technical measures of the owners of copyrights, so as to solve the conflict between copyright protection and proper use.
