This paper brings forward an adaptive priority call admission control scheme based on wideband power which can be used in the third generation mobile communication system. This scheme weighs the system burden according to air interface load faction, and judges if the call admission request can be accepted by total received interference power threshold. Therefore, this scheme takes CDMA system's soft capacity characteristic into consideration. This scheme gets priority control through resource reservation, and adaptively adjusts its quantity to optimal value. This paper puts emphasis upon the situation that the system only classifies two classes of calls: handoff calls and new calls. The simulation results show that this scheme can hold handoff calls block probability below threshold all along, and reduce new calls block probability, and make the system channel utilization at the most.
