Various index and factors of effect on dam safety operation are analyzed.lndex system of dam safety comprehensive appraisal according to current codes and regulations is constructed.Gray-fuzzy theory and analytical hierarchy process(AHP),gray and membership degrees are applied in the evaluation process.A multi-level dam safety comprehensive appraisal model and its scientifical ness and feasibility by an example are verified.
