Small and medium-sized enterprises are a primary force of technology innovation,but their ardor and ability of technology innovation is oppressed by legal environment.The legal factors restricting technology innovation in small and medium-sized enterprises involves lawmaking distemperedness,judicature inequity and inconsequence of law execution,so we must optimize legal environment from ameliorating lawmaking,perfecting judicature and establishing punitive damages system.
