A new speech coding scheme at 2kbit/s was proposed based on traditional waveform interpolation (WI) speech coding model. In this new scheme, the complicated alignment operation was removed at the encoder and the traditional linear interpolation was replaced by the cubic B-spline interpolation at the decoder. In addition, only the elements at low frequencies were quantized for slowly evolving waveform (SEW), moreover, the rapidly evolving waveform (REW) was fitted with the orthogonal polynomial and vector quantized by means of analysis by synthesis techniques. The DRT tests showed that the high intelligent reconstructed speech was produced with this kind of speech coding method at 2 kbit/s.
