Fast inter-frame mode decision and motion estimation algorithm was applied for H.264 video coding to obviously improve the coding efficiency. We combined the multi-resolution motion estimation with rate-distortion model to code the number of bits, for obtaining the fast searching process to reduce both the time and the amount of computation.Experiments showed that the property of the method was better than the EPZS algorithm with the satisfied video quality.
