On Building of Unitary Right Mechanism for Derivative Copyright

In copyright field,derivative works are originated of original works and derivative copyright comes from original copyright.When derivative works are produced,original works don't disappear.Instead,the original works' function and purpose are boosted up,and they can acquire new using value.When using derivative works,it is necessary to be approved by the new owner and the old owner.Obviously,this system will make using works inefficient,cause using benefits coming to harm for the user,and also can bring conflicts of interest between the owners.Thus why do we not build up a unitary right mechanism for derivative copyright to treat various benefits existing in the same works? It is becoming the focus of our attention to set up this mechanism.
