Study on the Operation Mechanism of Basin Water Resource Governance Network

The operation of basin water resource governance(BWRG) system is embodied with the network characteristics.Hence for the purpose of improving the performance of BWRG,it shall be based on the identification and analysis for BWRG network.In the governance network,participants and their inter-organizational relationships are two important factors.According to the analysis for participants and their inter-organizational relationships in the governance network,the paper points out that the operation mechanism of the governance network is just based on its influence on participant behavior.The embodiment of the network governance operation mechanism is the constraint that network imposes on the participant behavior.
