The development of the computer technology has brought out a challenge as well as an opportunity to the traditional information resource construction.Well–grounded theoretical basis is necessary in order to complete the functional exploitation of the whole project.System theory is just to use the rule that the partial sum is bigger than the whole to explore the real depths of a matter.The mutual construction and benefit of civil information recourse is guided by system theory in order to lead the whole city’s information construction.It will provide reference and sample for the construction of mutual benefit system of civil informationization recourse.
