This article is the development and implementation of a dynamic monitoring system,the system combines GPS,GSM and Web GIS technologies,the system's main advantages are: the use of the current infrastructure,high penetration-GPS technology,SMS and Web GIS technology,which makes the system simple and easy to achieve universal low-cost and practical.
