The comparison in the scientific and technical development system of straits indicates that the advantage of Taiwan IT industry was attributed to its excellent applied technical research system. That is scientific and technical research and intelligence system on the core of Industrial Technology Research Institute, as well as the state-owned institute and the multiple forms in coexistence. They have attracted a great deal of private capital and promoted the technical industrialization.
