In order to improve the efficiency of fin stabilizers at zero speed in an environment of variable wave intensity, the frequency spectrum of random waves was analyzed.Next,a random optimal controller with a quadratic performance index was designed by extending the state equations. The weight matrix of the performance index was optimized with a genetic algorithm to find the optimal matching point between energy consumption and roll reduction effect. The basic genetic algorithm was improved according to the characteristic of the system.Random optimal control in different sea levels could be realized by introducing adaptive control criterion for weight matrix.Simulation outcomes indicated that the expected roll reduction effect can be achieved with least energy if the weight matrix is constructed in accordance with the external disturbances.
