An Adaptive Rate Transmission Strategy for Real-Time Video

In this paper, we propose an adaptive rate transmission strategy-ARTS, which provides a better solution to real-time video transmission. It uses both packet loss probability and transmission delay jitter to decide the transmission rate of next time periods. Testing results show that ARTS is TCP-friendly, and it can achieve high network utilization and low loss.
