Based on the deep research on the calculation methods of lightning failure rate, and combining with the transmission line management circumstance of the power network companies, a set of evaluation process covering pre-assessment and re-evaluation hierarchical technique is proposed, and develops a set of transmission lines lightning risk assessment system by Microsoft Visual Studio. The assessment system adopts technologies of regulation method, the improved Electrical Geometric Model(EGM) method, Google Earth geographical information software and ATP/EMTP simulation computing etc, the assessment areas cover the main lightning failure types such as shielding failure and back striking, the evaluation models involve the influential factors such as the geographical distributed features and the structure feature information of the transmission lines, the influence of the factors to the lightning stoke on transmission lines is quantitative analyzed by the assessment results, this method widens the thoughts of lightning protection technology. Finally, the lightning stroke risk assessment of a practical transmission line is carried out by the risk assessment system, and the cause of a history lightning stoke failure is analyzed.
