Rationally analysized the formation and assertion of football judge's evidence by means of documentary material and logical analysis and hold the view that it is one of the core contents for football judges to use free evaluation of evidence and discretion during the fact judge.On this basis,define the concept of free evaluation of evidence and discretion,moreover,analyze their relationships and the practical problems of football judges who use free evaluation of evidence when judging on the spot.Finally,present relative methods to improve football judges' accuracy about free evaluation of evidence and regulate the abuse of discretion.
