Oil exploration plan making is a complicated process, there are uncertainty and high risk in the process of decision. it is a problem of combination of qualitative and quantitative problem. We analyzed the process of decision for making plan, and found a valuable way to solve the problem, and realized a practical system for supporting making plan.
