It has been demonstrated repeatedly that a timely response to earthquake and macro-understanding of seismic disaster scenarios always play the key roles in earthquake emergency management and command. The purpose of this paper is to introduce the objectives, structure and functions of the earthquake emergency response system(EERS) developed on ArcView 9.0 and the structure of system database based on Oracle 9i.By means of interface design, the mechanism of seismic situation consultation is received in EERS and meanwhile the evaluation of seismic emergency levels can be more rapidly and accurately made based on the modeling of earthquake influence field.Furthermore, using spatial analysis and visualization of GIS,EERS can demonstrate the spatial variations of seismic catastrophe intuitively. At the end of this paper,a case study is used to show that EERS definitely can provide the supportive information for emergency command and post-earthquake rescue.
