Basic Theory of Uncertainty of Quality Control in GIS

This paper set forth uncertainty of the concept and the definition in GIS quality control. It is divided stochastic and syhtherical uncertainty. We can get its estimating methods sparately and aclvance how to estimate system variance and confidence coefficient are problems that are need further researches.
