On the Generation Mechanism and Countermeasures of Network Group Incidents

Subjects of network group incidents consist of netizens,the Three Public Departments and its staff and network service providers as well as practitioners. Other factors involved include cyberspace,network supervision system,network issues,netizens ' awareness together with online social thoughts. These subjects and factors have constructed the identity alliance through a translation mechanism to develop network group incidents. The government should adhere to the principle of credibility,give equal consideration to reason and law and take the measure of two- level games.
