Measurement and Assessment of the Real-time Performance of Internet

This paper presents the measurement and computation methods for several key parameters of network performance that affect the QoS of Internet. Then it models the function of MOS(mean opinion score) with network transmission delay(NTD) and packets loss rate. With this function, it calculates the bounds of network performance parameters to achieve certain QoS. When ISPs evaluate the real-time performance of their network, they may regard these bounds as their evaluation references.
