Skew Detection for Form Document Using Vertex-chain-code

In view of the fact that frame lines and hanging lines of a form image have the longest boundaryand the boundary-labeling-automaton gives Vertex-Chain-Code of region boundaries easily,this paper pro-poses a new method for skew detection for a form image.The algorithm is efficient and robust againststrong noise.
