The Base Choice and Relizing on the Elliptic Curve

Researched some property on the elliptic curve y~2≡x~3+ax+b(modP),this paper brought forward the calculation,Validation,Choice and so on algrithms of the base and researched the relation among the choise of base,the efficiency of point multiplication,security.At last it realized the base choice on elliptic curve.
