Effectiveness Evaluation of C~4ISR System Based on Cloud Model and Group Experts

C4ISR system is a complex giant military information system and its effectiveness evaluation is a challenging topic.The reason lies in that some criterions can be represented by accurate figures, while others may be fuzzy, uncertain and difficult to quantify.Therefore, we proposed a new effectiveness evaluation method for C4ISR system based on cloud model and group decision.With the method, the experts can express their opinions by exact values, interval numbers, or even linguistic variables, according to different criterion types and their own preferences.Then, evaluation results were all transformed into normal clouds, and the comprehensive evaluation result of the C4ISR system was calculated out by weighted average operator.At last, a practical example indicates that the method is effective and feasible, and the result is objective and can provide reasonable identification conclusion, which will be useful to the development and improvement of C4ISR system.
