With the complexity of e-government services change management system, the challenges become more increasing. In order to reduce the error-made,time-consuming and human-needed,we present an user-driven ontology evolution model to perform the semi-automatic change management. The main ideas can be shown as the following aspects:One,according to these services' characters,it uses a set of ontologies to describe e-government services. Two,In order to make it of more humanity, high efficiency and convenience,we reduce the description capability of OWL-S.Three,this model combines itself with Business Process Modeling theory to make evolution higher pliability and easier system-implemented.Even though we use e-government domain as the example, the approach is a general solution in other domains.
