This paper proposed a fast inter prediction algorithm which was very suitable for enhancement layer coding. If the MB mode at the base layer was intra, the corresponding MBs mode of enhancement layer were Intra-BL;else used different algorithm and combined early termination algorithm based on related sum of MBs mode.Experimental results demonstrate that the proposed algorithm is so practical and valid that reduces the computational complexity significantly with negligible coding loss and bit-rate in low, medium complex sequence and high complex sequence with QP not very large in coding.
