Annual rainfalls forecasting on the basis of accumulating two-level statistical model

In order to forecast annual rainfalls in different regions effectively,we established an accumulating two-level statistical model.By accumulating the data,which come from original time series of rainfalls,have no certain relationship among them,and behave unstably,we worked out the parameter estimation for the model.Then,we calculated forecasting data.Compared with the currently used forecasting methods,ours is of more practicability.
