The research of quality control of academic papers published via internet

The acdemic publishing on internet challenged the traditioal model of quality control-peer review,so it is necessary to introduce new means of quality control.Based on the successful experiences from abroad,the article tentatively puts forth a new model of the combination of peer veview and public review that is different from the open peer review.It also puts forth that the implementation of the new model should be supported by technology,acdemy,institution and the user.
