This essay analyzes the state of the PSTN and the issue which has gradually been obvious. It prospect the rapid rising of the Internet,the gradual increasing of IP services and make the IP telephone communication became the inevitable trend.Meanwhile,the essay raises a optimize project which is established in the state of PSTN,bases on the control of soft switch and realizes the combination of the PSTN and IP net.Finally to achieve the practical project of the smoothly harmonious development from the existing Net to complete grouping NGN.
