In the information domain, situation awareness is usually measured by the quality of COP(Common Operational Picture) or CROP(Common Relative Operational Picture) which is built by the fusion center. These measurements often overlook users different needs of the contents and requirements of the situation awareness. This paper tries to measure situation awareness by the quality of User Defined Operational Picture in the sea battlefield environment under the actual needs of users. We analysis three key indicators of the ability: completeness, accuracy, timeliness, and measure the whole ability across operation pictures of all users under the information system. This paper has some reference value to the assessment of situation awareness and information superiority.
