The characers of investigation power decides that it is important to the ensuring of citizen rights and intetests. This also decides the necessity to establish the controlling way of investigation power. In virtue of obstacles in system and conception, we cannot simply copy the controlling way of investigation power in western countries. we should make some essential innovations according to the idiographic situation of our country.
