The specificity of traffic accidents at sea decide it is difficult to dispatch emergency resources,the article Introducts the resource allocation problem with least time and numbers resources base on the theory of agent.Firstly,the theory and structure of agent were introduced.Also,the theoretical model are described.The model of resource dynamic dispatching based on agent was established.The collaborative model and cooperating steps were discussed on the basis of function analysis of the members of each Agent group.Finally,emulation programming presents the result.Furthermore,the result is very exactitude and satisfaction to us.
