The paper pointed out the shortcomings of the Universities' Enrollment Management System on-line at present.The paper introduced the functions of the Universities' Enrollment Management System, discussed the crucial technology and development methods in this system. The system adopted the 3-layer C/S(Client/Server) model has the characters of high efficiency, flexibility, short develop period and high security.
