ISO9001 quality management system introduced to governmental public administration departments not only promotes op- timizing disposition of administrative resource,accelerates the standardization process of public administration,but also ensures sys- tematically civil servants performing administrative duties according to laws,optimizing government administration and service quality, and tightening up constitution of the civil servant system of honesty and dependability.The viewpoint of constitutingsunlight govern- ment,training government functionary inhonesty and dependabihty,professional ethics,standardizing administration,andservice ideology.Thereby it contributes the theoretic references to the government which is promoting or will promote ISO9001 quality management system.
