The Difference of Spirit of Network Real-name Institution between China and Korea and Renewal of Ideas of Network Management

The network real-name institution is characterized by technical and tool properties and ethical significance,thus limiting the function of it.The network real-name institution in Korea and china differs in meaning and social function.Korea real-name system is designed to manage network of violence,such as malicious replies,Network KUSO,in order to purify network environment,and promote social welfare.As a kind of social phenomenon in the period of transition,the real-name system of China is a response of the growing public field to the public policy and administrative activities.Korea relies heavily on the tool properties and ethical significance of real-name system,and cannot withstand a single hit of hacker,causing massive personal information leakage,also deepening the crack between society and culture originating in science and technology.China should adjust the way of regulation on network violence,namely,strengthening civil legislation empowering.Besides,make use of the value of the real-name system in some fields in need of more technical nutrition from the perspective of personal data protection,such as preventing young people indulging in video games.However,the real-name system often has more formal meaning rather than substantive significance and is not suitable for comprehensive implementation without taking the specific situation into consideration.When facing the sound and supervision of government decision-making of the growing network of citizen society,we should be visionary and have more tolerance,protecting and guiding its development.It suggests that when encountering hacker invasion people should not only deal with the relationship between science and technology and law,but also pay more attention to the dialogue between the science and technology and law and social culture.
