A novel call setup mechanism in a GSM network

In this paper, we present a novel call setup method , local routing, under the premise of locality of called traffic for a GSM network. Local routing method can reduce delay of connection and system cost, and the most important it can increase the ability to resist devastation.In addition, simple performance analysis is presented.
