Technologies for Construction of Emergency Management Information System on Water Resources

Emergency management information system on water resources,a significant composition of emergency system on water resources,is an important technical method to realize scientific decision-making and fast response to emergency.The article makes an analysis on information fiow,collection element and types of emergency management on water resources,discusses the relationship between the system and business application systems,proposes three construction patterns of emergency command system.Key points for the construction of emergency management information system on water resources are also analyzed in the view of resources-sharing.When setting up a system,it is important to take into account set-up business management information systems and systems to be built by taking the chance of constructing flood control and drought relief business system,as well as its integration with other incident emergency measures to offer the interface to integrated disaster relief system.
