To construct and improve the mechanism of competing for excellence and achieve the effectiveness is one of the essential tasks for college grass-roots Party organizations.The mechanism mainly includes the ideological theory construction,team building,activity organization and system construction.In practice,each college should improve their management and guarantee mechanism according to their own status.
