The ministry of finance promulgated accounting system of public institutions in July of 1997 in order to meet the need of reforms of socialist market economy and enhance the management of accountants' checks and calculations. With the system reforms of public institutions deepened, current accounting system of public institutions has already displayed some function defects that need solving urgently in accountants' checks and calculations in the course of implement.
