In the emergency implementation process, the typical characteristics of time constraints and resource scarcity make it necessary for the participants to attach great importance to the durable resource allocation between activities,so as to avoid interruption or failure of the implementation process execution.Durable emergency resource is one of the keys to ensuring emergency implementation process performance. In view of the reusability, the durable resourcesconstraints are summarized, the mathematical model to minimize the overall relative loss is constructed and discussed by case study. Results show that the reasonable resource allocation can reduce the process overall loss, and realize the optimization of implementation process. This study provides quantitative decision support for the optimization of emergency implementation process.
