An Efficient Fractional Image Coding Technology

This paper presents a new fractional block coding approach with concept of fixed vector. The approach uses lineral combination of fixed vector in image flat, and it adopts hierarchical thought about fractional coding.Experimental results show that the fixed vector hierarchical fractional coding approach achieves higher compression obviously, and it codes and decodes faster than the standard fractional block coding method.
