Based on the assumption of open world, a general framework of reasoning and decision-making with uncertainty is given. Within this framework, a comprehensive index for evidence real-time reliability and prior reliability is proposed so as to improve the system reliability. Then a new evidential combination rule is proposed by analyzing the origin of conflict. Conflict is reasonably redistributed by considering performance and information of the sensor, and the exclusivity of the framework of discernment. Thus multi-source information under complex environment or with incomplete knowledge can be fused effectively. Novel pattern and noise sample can be detected to make optimal decision.
