On the Less Stringent Criminal Policy

Penalty has its own limits which are determined by its defects,purposes,functions and costs.Thus the application of penalty should be prudent,and it is even more the case when it comes to minor criminal offenders,victimless crimes and chance offenders.Consequently,a two opposing extreme criminal policy should be adopted,which is stringent with the hard core offenders and less rigid about the correctable offenders.
