With the continuous deepening of financial system reform in our country, the finance scientization, fine management are inevitable trend and urgent requirement. Combining with the successful experience of the construction of fine financial management information system in Nanjing Hydraulic Research Institute, the article analyzes the key techniques and problems influencing the system construction from the difficulty of system construction. And according to the results of the practice, it points out the matters needing attention and solution of similar system construction, so as to provide reference and help for the administrative institutions.
