In recent years,with further increase of traffic demand,traffic management gradually tend towards intelligence.In the traffic control system management,traffic incident automatic detection is the most representative intelligent management means.Through the investigation about practical work of traffic management,it is found that different application has different demand on detection.Based on the application of persistent inspection in incident detection,a multi-user-oriented incident warning system is proposed.Then an incident inspection arithmetic based on data fusion is put forward,especially the fusion rules and three-grade warning output.Finally,the idea of multi-user-oriented incident warning is realized
