With construction and development of social informatization,it has become one of issues to measure degree on informatization in one country,one area or one industry.Informatization is a transformation of society in which material has importance on creating society values to a society in which information creates tremendous values in different industries.Information resources take an important part in promoting economy and society progress.The paper analyses measurement of information resources theoretically grounded on its especial orientation.
