Development and Implementation of Fixed Compression Ratio Compression Algorithm

This paper presents a new fixed compression ratio compression algorithm.The proposed algorithm implement a compression with low-complexity,fixed compression ratio and random access capability,using Hadamard transform,scalar quantization.Experiments show that,the algorithm keeps good system quality with memory reduction.
